• Why do ENL programs exist?
     
    ENL programs exist to meet the unique needs of students who come from a non English speaking background, learn to master English as their new language in the areas of speaking, listening, reading, and writing. In the past, before these programs were available, most non native English speaking students were unsuccessful in school and there were high dropout rates among this population. Those students would often be retained without receiving additional help, labeled as special ed, or ignored in their classrooms.
